Where this data comes from
The combined number is the sum of each Dominion Energy company's public outage data — the same data behind its official outage map — collected on a rotating cycle (each utility typically refreshes within the hour; a company that isn't reporting into our sources at the moment simply isn't counted, so this total is a floor, not a guarantee). When a company posts a restoration time we show it as the official estimate; our independent estimate is computed from the outage's own recovery trend, and our county-wide estimates are graded publicly.
